October 20, 2025

The semi-monthly meeting of the City Council of Walcott, Iowa, was held on Monday, October 20, 2025, at Walcott City Hall. Mayor John Kostichek called the meeting to order at 6:00 p.m. Council members present: Everett Bieri, Kirk Koberg, Lisa Mengler, and Jacob Puck. Absent: Harry Knutsen. Staff present: Adam Hill and Lisa Rickertsen.

Approval of Agenda. Puck moved and Bieri seconded to approve the agenda. Motion carried.

Introduction of Audience/Public Comments. Noah Glasgow.

Consent Agenda. Koberg moved and Mengler seconded to approve the consent agenda which includes invoices, September 2025 financial reports, Tax Increment Financing (TIF) rebate payments per agreements to Atlantic Bottling Company for the Coca-Cola distribution building in the amount of $11,264.41 and Sterling Partners I LLC for the new warehouse in the amount of $70,669.50, Resolution 2025-52 -Approving the Annual Street Finance Report for fiscal year ending June 30, 2025 (FYE 2025), Resolution 2025-53-Approving the Annual Urban Renewal Report for FYE 2025, Resolution 2025-54- Authorizing the Transfer of Funds, and Resolution 2025-55-Acknowledging New Investment. Roll call ayes: Koberg, Mengler, Puck, and Bieri. Motion carried.

Approval of Minutes from October 6, 2025. Puck moved and Bieri seconded to approve the minutes from October 6, 2025. Motion carried with Koberg abstaining due to absence from meeting.

Request for Persons with Disabilities Parking Space at Water Tower Park. Chief Hill reported on a recent request regarding accessible parking spaces near Water Tower Park. Council directed Chief Hill to research and evaluate the applicable Americans with Disabilities Act (ADA) requirements for accessible parking in that area.

Recreational Trail Extension Project Status. The Recreational Trail Advisory Committee has not met since the Council approved proceeding with the Recreational Trail Extension Phase 2 Extension Project. Rickertsen reported the committee chairperson indicated that other commitments and limited availability have prevented recent meetings, though there remains an interest in continuing. The Council directed Rickertsen to contact the appointed members of the Recreational Trail Advisory Committee to determine their interest in continuing to serve on the committee.

Police Department Report. Chief Hill previously provided a copy of the City of Eldridge’s ordinance regarding electric mobility devices for Council review in response to a few concerns and inquiries. Council requested that discussion of electric mobility devices be added to the next meeting agenda.

City Clerk Report. Rickertsen reported on the FYE 2025 Annual Financial Report, highlighting large expenditures and projects. Mengler moved and Koberg seconded to approve the FYE 2025 Annual Financial Report. Motion carried.

Mayor Report. Mayor Kostichek expressed thanks to the Walcott Athletic Board and Walcott Jr. Panthers volunteers for their dedication and contributions to the youth sports programs. Koberg expressed appreciation to the local businesses and community members for their donations and sponsorship of the teams and programs.

Staff present: Chief Adam Hill and Trish Moses. Chief Joe Hahn arrived at 6:10 p.m.

Consent Agenda. Mengler moved and Puck seconded to approve the consent agenda which includes the invoices. Motion carried.

Approval of Minutes from September 15, 2025. Puck moved and Bieri seconded to approve the minutes from September 15, 2025. Motion carried with Mengler abstaining due to absence from the meeting.

Fire Department Report. Chief Hahn reported that the new fire truck is operational and ready for use. He also stated the new Lucas device was successfully used in a medical call, resulting in a positive outcome.

Sale of 1997 Freightliner Rescue Truck. Mengler moved and Puck seconded to approve the sale of the 1997 Freightliner Rescue Truck in the amount of $10,100.00, to the highest bidder on GovDeals. Motion carried.
Purchase of Battery-Operated Tools – $7,719.99. Mengler moved and Bieri seconded to approve the purchase of Milwaukee battery-operated tools as presented in the amount of $7,719.99. Motion carried.

Mayor Report. Mayor Kostichek expressed gratitude to Chief Hahn for the successful use of the Lucas device.

Council Member Comments. Mengler requested an update on the recreational trail extension project to be added to the next meeting’s agenda.

The semi-monthly meeting of the City Council of Walcott, Iowa, was held on Monday, September 15, 2025, at Walcott City Hall. Mayor John Kostichek called the meeting to order at 6:00 p.m. Council members present: Everett Bieri, Harry Knutsen, Kirk Koberg, and Jacob Puck. Absent: Lisa Mengler. Staff present: Adam Hill, Lisa Rickertsen, and Paul Stagg.

Approval of Agenda. Knutsen moved and Bieri seconded to approve the agenda. Motion carried.

Public Hearing on Urban Renewal Plan Amendment for the Consolidated Walcott Urban Renewal Area. Mayor Kostichek opened the public hearing. Rickertsen reported a letter was received from the Scott County Board of Supervisors regarding the proposed plan amendment for the Consolidated Walcott Urban Renewal Area to utilize up to $750,000 of tax increment financing (TIF) funds to pay a portion of the costs to construct another well. The Board does not support the use of TIF for public infrastructure. The goal of the project is to meet peak demand and lay the groundwork for future economic development in the City. No other written or oral comments were received. Puck moved and Koberg seconded to close the public hearing and resume the regular meeting. Motion carried.

Consent Agenda. Knutsen moved and Bieri seconded to approve the consent agenda including the invoices, minutes from September 2, 2025, August 2025 financial reports, Resolution 2025-49, Approving Hourly Wage Increase for the Building Official (certification), and Resolution 2025-50, Establishing Hourly Wage and Vacation Leave for the new full-time Police Officer (Lance Wilden). Roll call ayes: Knutsen, Bieri, Puck, and Koberg. Motion carried.

Resolution 2025-51, Approve Urban Renewal Plan Amendment for the Consolidated Walcott Urban Renewal Area. Puck moved and Bieri seconded to approve Resolution 2025-51, Approve Urban Renewal Plan Amendment for the Consolidated Walcott Urban Renewal Area. Roll call ayes: Puck, Bieri, Knutsen, and Koberg. Motion carried.

Walcott Women – Trick-or-Treating. Laura Martin, representing Walcott Women, stated they would like to have Trick-or-Treating on Friday, October 31^st from 6 – 8 p.m. with the Halloween Parade starting at 5:30 p.m. Lining up for the parade will begin at 5:15 p.m. Koberg moved and Knutsen seconded to approve Trick-or-Treating on October 31^st from 6 – 8 p.m. and the Halloween Parade at 5:30 p.m., from Victory Park to the Walcott Legion. Motion carried. Mayor Kostichek extended thanks to the Walcott Women members for their efforts in organizing the annual Halloween event, as well as many other events they sponsor throughout the year for the youth in our community.

New Restroom Stall Doors at Victory Park. Rickertsen reported the Park Board recommended approval of new stall doors for the restrooms at Victory Park, at an estimated cost of $6,300.Koberg moved and Puck seconded to approve the stall doors for Victory Park as presented. Motion carried.

Police Department Report. Chief Hill introduced Officer Lance Wilden. Mayor Kostichek administered the oath of office to Officer Wilden.

The semi-monthly meeting of the City Council of Walcott, Iowa, was held on Tuesday, September 2, 2025, at Walcott City Hall. Mayor John Kostichek called the meeting to order at 6:00 p.m. Council members present: Everett Bieri, Harry Knutsen, Kirk Koberg, Lisa Mengler, and Jacob Puck. Absent: None. Staff present: Adam Hill, Lisa Rickertsen, and Paul Stagg.

Approval of Agenda. Mengler moved and Knutsen seconded to approve the agenda. Motion carried.

Introduction of Audience/Public Comments. Liz Bruns, Brenda Thrapp, Brenda Warner, Karen Puck, Sandy Bramstedt, Sherry Roberts, Andrea Schmidt, Joe Quick, and Austin Bowman.

Consent Agenda. Puck moved and Koberg seconded to approve the consent agenda including the invoices, minutes from August 18, 2025, and Resolution 2025-48, Authorizing Signatories on Bank Accounts. Roll call ayes: Puck, Koberg, Knutsen, Bieri, and Mengler. Motion carried.

Walcott Jr. Panthers – Request to Allow Food Trucks on City Street. Liz Bruns was present to request food trucks be allowed to sell food on Saturdays from September 13^th – October 11 (rain date of October 18^th)from approximately 8:30 a.m. – 1:30 p.m during games at Water Tower Park. Last year, the food trucks were located on private commercial property across the street, raising concerns about the safety of children crossing a busy street. Koberg moved and Knutsen seconded to approve the request allowing food trucks on the east side of Main Street (adjacent to Water Tower Park) on Saturdays, beginning September 13^th – October 18^th, only during games, from approximately 8:30 a.m. – 1:30 p.m. Motion carried. Mayor Kostichek thanked the organization volunteers for continuance of providing new activities for youth sports.

Walcott Historical Society Contribution Request. Karen Puck presented a set of 8 collector pint glasses depicting scenes and history from our community to the City and expressed appreciation to the City for their support over the past 10 years. It was reported the Walcott Historical Museum will be open on Saturdays in September from 9:00 a.m. – Noon. Mengler moved and Puck seconded to approve the contribution request to the Walcott Historical Society, as budgeted, in the amount of $2,500. Motion carried. This contribution is to promote and assist in preservation of the City’s history. The members were thanked for their efforts in preserving and promoting the history of the community.

Midwest Iron Addicts – Request for Approval of 5K Race Route on May 23, 2026. Austin Bowman, Midwest Iron Addicts, was present to request approval of a 5K run on Saturday, May 23, 2026. Koberg moved and Puck seconded to approve the 5K race route on May 23, 2026, as presented. Motion carried.

Board Vacancy Appointments. One application was received for each of the board vacancies.

Park Board – Mayoral Appointment. Mayor Kostichek appointed Jordan Orcutt to the Park Board with a term ending 12/31/27. Puck moved and Bieri seconded to approve the Mayor’s appointment of Jordan Orcutt to the Park Board. Motion carried.
Zoning Board of Adjustment. Mengler moved and Knutsen seconded to appoint Kara Schinkel.

2025 Plainview Road and Sterling Drive PCC Panel Replacement Project Pay Request. Koberg moved and Mengler seconded to approve the pay request to Heuer Construction in the amount of $78,499.93.Motion carried.

N. Century Street Watermain Replacement Project Pay Request. Koberg moved and Puck seconded to approve the pay request to Triple B Construction in the amount of $4,080.25. Motion carried.

Public Works Department Report.

Sale of 2006 International 7400 Dump Truck with Plow. Mengler moved and Bieri seconded to accept the high bid of $2,725 from GovDeals for the 2006 International 7400 dump truck with plow. Motion carried.

Stagg addressed the potential for sanitary sewer extensions to support future development, the council was open to further exploration.

Council Member Comments. Mengler stated she felt the electronic speed signs on Memorial Road have been effective in reducing traffic speeds. Koberg reported on the donated Victory Park concession stand improvements and noted funding from the Walcott Day Committee towards improving the park restrooms. He inquired about City funding for new stall partitions, which will be discussed at the next Park Board meeting. Restroom improvements will be deferred until after September 14^th due to scheduled shelter reservations, ensuring the facilities remain available for use.

The semi-monthly meeting of the City Council of Walcott, Iowa, was held on Monday, August 18, 2025, at Walcott City Hall. Mayor John Kostichek called the meeting to order at 6:00 p.m. Council members present: Everett Bieri, Harry Knutsen, Kirk Koberg, Lisa Mengler, and Jacob Puck. Absent: None. Staff present: Adam Hill, Lisa Rickertsen, Paul Stagg, and Joe Hahn.

Approval of Agenda. Koberg moved and Knutsen seconded to approve the agenda with deletion of item 4, canceled public hearing on a proposed amendment to the Consolidated Walcott Urban Renewal Area. Motion carried.

Introduction of Audience/Public Comments. None.

Consent Agenda. Koberg had questions regarding the investments listed in the July financial reports. Knutsen moved and Puck seconded to approve the consent agenda including the invoices, minutes from August 4, 2025, July 2025 financial reports, renewal of class C retail alcohol license for The Coliseum, LLC, setting fall clean-up day for residents on October 11, 2025 at the compost facility from 2:00 p.m. – 5:00 p.m., and Resolution 2025-46, Adopting the August 2025 Supplement to the Code of Ordinances. Roll call ayes: Knutsen, Puck, Bieri, Mengler, and Koberg. Motion carried.

Resolution 2025-47, Setting Date for Public Hearing on Urban Renewal Plan Amendment for the Consolidated Walcott Urban Renewal Area. Puck moved and Bieri seconded to approve Resolution 2025-47. Roll call ayes: Puck, Bieri, Mengler, Koberg, and Knutsen. Motion carried. The hearing was scheduled for September 15, 2025, at 6:00 p.m.

Visit Quad-Cities Annual Contribution Request. Koberg moved and Mengler seconded to approve the contribution request of $1,000 to Visit Quad-Cities as budgeted. Motion carried.

Salt Shed Door Replacement. Discussion was held on the damage to the door on the salt shed building from a fire department vehicle backing into it. Koberg moved and Bieri seconded to approve the quote from Raynor Door for the overhead door replacement in the amount of $6,880.00, to be paid from the fire department budget. Motion carried.

Fire Department Report. Disposal of 1997 Freightliner. ChiefHahn recommended utilizing a fire truck broker who charges a fee amounting to 10% of the sales price to sell the 1997 Freightliner. Hahn stated he felt that $50,000 is the lowest amount he would take for the truck. There are no fees to the City for listing items on the GovDeals website. Koberg moved and Knutsen seconded to allow Chief Hahn to list the sale of the 1997 Freightliner with a truck broker for 30 days and if not sold at 30 days to list the truck on GovDeals. Motion carried. Chief Hahn reported he is working with Ward Apparatus on items not completed or working properly on the new fire truck.

Police Department Report. Chief Hill stated he is still accepting applications for both a full-time officer and part-time officers. Discussion was held on posting temporary No Parking signs on the south side of Memorial Road, between Main and Grove Streets, on Saturdays this fall during games at Water Tower Park.

Public Works Department Report.

Painting Undercarriage and Blades for 2013 International Truck. Stagg presented a project worksheet for painting the 2013 International dump truck. Koberg moved and Mengler seconded to approve the quote from Walcott Collision for $9,444 to paint the 2013 International dump truck. Motion carried.
Disposal of 2006 International 7400 Dump Truck with Plow. Koberg moved and Mengler seconded to list the 2006 International 7400 dump truck with plow on GovDeals. Motion carried.

Stagg reported the installation of the new playground equipment and surfacing, donated by the Walcott Lions Club, is now finished. Koberg had questions regarding easements, specifically regarding fences in easements. Stagg responded that the City Code, approved by Council and enforced by current staff, prohibits fences in easements.

Council Member Comments. Bieri expressed safety concerns for residents who are on the streets after dark without wearing bright or reflective clothing. Safety concerns were also expressed regarding children operating e-bikes and scooters.

The semi-monthly meeting of the City Council of Walcott, Iowa, was held on Monday, August 4, 2025, at Walcott City Hall. Mayor John Kostichek called the meeting to order at 6:00 p.m. Council members present: Everett Bieri, Harry Knutsen, Kirk Koberg, Lisa Mengler, and Jacob Puck. Absent: None. Staff present: Jeff Blake, Adam Hill, Lisa Rickertsen, Paul Stagg, and Tim Horihan.

Approval of Agenda. Knutsen moved and Puck seconded to approve the agenda. Motion carried.

Introduction of Audience/Public Comments. Kendall Mattson, Greg Keller, Jason Kengott, Lola VanDeWalle, Don Arns, Ruth Hill, Hannah Hill, Henry Hill, Sarah Hill, and Noah Glasgow. Mattson inquired about the purchase of two new plow (dump) trucks and why the City previously sold a few plow/dump trucks. Mayor Kostichek stated the City is purchasing two used plow/dump trucks (2013 & 2017) at a considerably lower cost and the dump trucks sold several years ago were unreliable with mechanical and safety issues. Koberg complimented Stagg on finding two used dump trucks, saving the City a lot of money.

Consent Agenda. Mengler moved and Bieri seconded to approve the consent agenda including the invoices, minutes from July 21, 2025, Resolution 2025-43 – Acknowledging New Investments, and the FYE 2025 Annual Investment Report. Roll call ayes: Mengler, Bieri, Puck, Knutsen, and Koberg. Motion carried.

Oath of Office to Police Chief Adam Hill. Mayor Kostichek administered the oath of office to Adam Hill as the new Police Chief. Chief Hill was congratulated and Jeff Blake was thanked for his years of service to the City.

Veterans Outreach Center- 5K & 1 Mile Race Routes. Lola VanDeWalle and Don Arns were present on behalf of the Veterans Outreach Center to request approval of a 5K and 1-mile run on Saturday, April 11, 2026. They thanked the City for their past support of approving past runs/routes and presented a plaque. They hope to see more residents/businesses along the route encourage the runners during the race. Mengler moved and Puck seconded to approve the 5K and 1-mile race routes on April 11, 2026, as presented. Motion carried.

N. Century Street Watermain Replacement Project. Koberg moved and Knutsen seconded to approve payment #3 to Triple B Construction for $6,178.65. Motion carried.

Fire Department Building Repairs. Mengler moved and Knutsen seconded to approve the low bid from Whittington Construction to replace the door jambs and weather stripping on the four fire department bay doors. Motion carried.

Fire Department Bay #2 Door Replacement. Puck moved and Knutsen seconded to approve the quote form Raynor Door for $4,110 to replace bay #2 door. Motion carried.

Policy & Administration Committee Recommendations. Puck reported on the Policy & Administration Committee meeting and their recommendations on the wage increase for Sergeant Horihan and wage and vacation leave for new Deputy City Clerk.

Resolution 2025-44 – Establishing Hourly Wage for Sergeant Horihan. Puckmoved and Bieri seconded to approve Resolution 2025-44. Roll call ayes: Puck, Bieri, Mengler, Koberg, and Knutsen. Motion carried.
Resolution 2025-45 – Establishing Hourly Wage and Vacation Leave for Deputy City Clerk. Puckmoved and Bieri seconded to approve Resolution 2025-45. Roll call ayes: Puck, Bieri, Mengler, Puck, and Koberg. Motion carried.

Police Department Report. Chief Hill stated he is accepting applications for both a full-time officer and part-time officers.

Public Works Department Report. Stagg reported on two water main breaks which were discovered earlier in the day.

City Clerk Report. Rickertsen reported on the new training requirement for newly elected and appointed officials regarding Iowa’s Sunshine laws. She also reported on a letter received in the drop box addressed to Council regarding a property with overgrown weeds. The property owner had been contacted.

Mayor’s Report. Mayor Kostichek thanked those in attendance and again expressed his thanks and appreciation to Blake for his service.

Council Member Comments. Council members also thanked Blake for his years of service to the City and Chief Hill and Sergeant Horihan were congratulated on their promotions.

The semi-monthly meeting of the City Council of Walcott, Iowa, was held on Monday, July 21, 2025, at Walcott City Hall. Mayor John Kostichek called the meeting to order at 6:00 p.m. Council members present: Everett Bieri, Harry Knutsen, Kirk Koberg, Lisa Mengler, and Jacob Puck. Absent: None. Approval of Agenda. Puck moved and Bieri seconded to approve the agenda with the deletion of item 7, Fire Department Report. Motion carried.

Introduction of Audience/Public Comments. North Scott Press reporter Noah Glasgow was present. On behalf of the Walcott Day Committee, Lisa Mengler thanked the City departments for everything they did for the Walcott Day events.

Consent Agenda. Mengler moved and Bieri seconded to approve the consent agenda including the invoices, minutes from July 7, 2025, June 2025 financial reports, renewal of Class B retail alcohol license for Dollar General, Resolution 2025-40 – Designating Financial Institutions as Depositories, and telecommunications utility right-of-way permit for Lumen Custom Networks. Roll call ayes: Mengler, Bieri, Puck, Knutsen, and Koberg. Motion carried.

Resolution 2025-41, Setting Date for Public Hearing on Urban Renewal Plan Amendment for the Consolidated Walcott Urban Renewal Area. The amendment is to authorize a new urban renewal project utilizing a portion of tax increment financing to pay for a portion (approximately 50%)of the costs of constructing a new municipal well. Bieri moved and Knutsen seconded to approve Resolution 2025-41. Roll call ayes: Bieri, Knutsen, Koberg, Mengler, and Puck. Motion carried. The public hearing is scheduled for August 18^th at 6:00 p.m.

3^rd and Final Reading of Ordinance 560-25, Amending Provisions Pertaining to Fireworks.

This change is to comply with the new state law. Koberg moved and Mengler seconded to adopt the third and final reading of Ordinance 560-25, Amending Provisions Pertaining to Fireworks. Roll call ayes: Koberg, Mengler, Bieri, Puck, and Knutsen. Motion carried

Police Department Report.

Resolution 2025-42 – Approving Agreement with University of Iowa for Law Enforcement Assistance at Special Events. Kobergmoved and Puck seconded to approve Resolution 2025-42. Roll call ayes: Koberg, Puck, Mengler, Bieri, and Knutsen. Motion carried.
Purchase 2025 Ford F-150/Replace Dodge Durango. Menglermoved and Bieri seconded to approve the purchase of a 2025 Ford F150 to replace the Dodge Durango for $49,142. Motion carried.

Public Works Department Report. Stagg reported the tennis and pickleball courts are open.Council expressed concerns with the restrooms at Victory Park, including dim lights.

City Clerk Report. Rickertsen reported a vacancy exists on the Park Board and the Zoning Board of Adjustments. Interested residents should submit an application to City Hall by 4:00 p.m. on August 28^th. Appointments will be listed on the September 2^nd council agenda.

Mayor Report. Mayor Kostichek expressed thanks to the volunteers and those attending and participating during the Walcott Day celebration, especially with the weather conditions.

Walcott Day Events.

Parade Approval and Temporary Closure of Route Streets on July 19, 2025. Menglermoved and Koberg seconded to approve the Walcott Day Parade route, temporary closure of route streets on July 19, 2025. Motion carried. The route will start at the school on E. James Street, turn south on Main Street, and end on E. Lincoln Street.
Street Closures. Puck moved and Knutsen seconded to approve closing E. James Street, between N. Henry and N. Downey Streets; N. Henry Street, between James and Lincoln Streets; E. Otis Street, between Main and Downey Streets; and N. Downey Street, between James and Otis Streets on July 19, 2025. Motion carried.
Fireworks Contribution. Bieri moved and Mengler seconded to approve a contribution of $1,000 to the Walcott Day Committee for the community fireworks display on July 18, 2025. Motion carried.
5K Race Route. Knutsen moved and Bieri seconded to approve the 5K race route on July 19, 2025. Motion carried.
Approval to Close Heritage Recreational Trail for Kids Run and Fireworks on July 18^th.

Knutsen moved and Bieri seconded to close Heritage Recreational Trail at Prairie View Park for the kids run and fireworks on July 18, 2025. Motion carried. The fireworks rain date is on July 19, 2025.

N. Century Street Watermain Replacement Project. Mengler moved and Puck seconded to approve pay request #2 to Triple B Construction for the N. Century Street Watermain Replacement Project in the amount of $155,901.80. Motion carried.

Playground Installation and Surfacing at Water Tower Park. Bieri moved and Knutsen seconded to approve the playground installation and rubber surfacing at Water Tower Park, funds to be donated by the Walcott Lions Club. Motion carried. The installation and surfacing quote from Game Time is for $28,670.25.

Police Chief Appointment. Mayor Kostichek appointed Adam Hill as the Police Chief, effective August 4, 2025.

Resolution 2025-39, Approving Appointment and Hourly Wages for the Police Chief – Effective 08/04/2025. Puck moved and Mengler seconded to approve Resolution 2025-39. Roll call ayes: Puck, Mengler, Bieri, Knutsen, and Koberg. Motion carried.

2^nd Reading of Ordinance 560-25, Amending Provisions Pertaining to Fireworks. This change is to comply with the new state law. Koberg moved and Knutsen seconded to adopt the second reading of Ordinance 560-25, Amending Provisions Pertaining to Fireworks. Roll call ayes: Koberg, Knutsen, Bieri, Mengler, and Puck. Motion carried.

Fire Department Report. Chief Hahn reported all automated external defibrillators (AEDs)were recently tested and one of thedepartment’s AEDsfailed testing.

Request to Purchase Automated External Defibrillator. Mengler moved and Puck seconded to purchase an AED for $1,900 plus shipping. Motion carried. This purchase will be from Stryker.

Public Works Department Report.

Request to Purchase 2 Pickleball Net Systems. Stagg presented information for two portable pickleball systems. Mengler moved and Puck seconded to purchase two pickleball net systems from Douglas Sports Equipment for $5,198. Motion carried. It was reported someone was roller blading on the new courts and another using the fenced in area as a batting cage. Neither of these items are allowed in the tennis/pickleball area. Stagg will procure a rules sign to be posted.
Request to Purchase 2017 and 2013 International 7400 Workstar Plow Trucks. Stagg presented information to purchase two trucks from the City of Asbury. He stated we have two similar plow trucks, a 2005 and 2006, but the 2006 is not currently operational and it is not cost effective to repair. He reported the 2013 is available now but the 2017 will not be available until November or later. Koberg moved and Knutsen seconded to purchase a 2013 and a 2017 International 7400 Workstar Plow Truck from the City of Asbury, Iowa. Motion carried. The cost for the 2013 truck and equipment is $45,000 and the 2017 truck and equipment is $65,000.

Mayor Report. Mayor Kostichek reported on communication he received thanking Officer Horihan for recent assistance. He also reported on several encouraging comments from visitors during the fastpitch tournament regarding our parks and community.

Council Comments. Bieri stated he felt the residents adhered to the new fireworks law/hours. Puck stated the city parks looked great for the fastpitch tournament and thanked the Public Works staff. He also extended thanks and appreciation to all the volunteers that worked during and preparing for the tournament.

A special meeting of the City Council of the City of Walcott, Iowa, was held on Monday, June 30, 2025, at Walcott City Hall. Mayor John Kostichek called the meeting to order at 5:00 p.m. Council members present were: Everett Bieri, Harry Knutsen, Kirk Koberg, Lisa Mengler, and Jacob Puck.

Resolution 2025-37, Transfer of Funds. Mengler moved and Bieri seconded to approve Resolution 2025-37, Transfer of Funds. Roll call ayes: Mengler, Bieri, Puck, Knutsen, and Koberg. Motion carried. This is for remaining fiscal year-end transfers.

Discussion and Review of Police Chief Applications and Interview Process. Reviewed and discussed potential interview questions.

Interview Applicants for Police Chief Position. Two applicants for the Police Chief position were separately interviewed beginning at 5:30 p.m.

Discussion and Review of Interviews with Possible Action on Police Chief Position. Following discussion, Mengler moved and Puck seconded to offer the police chief position to applicant #1. Roll call ayes: Mengler, Puck, Bieri, Koberg, and Knutsen. Motion carried. Following acceptance, a resolution regarding the appointment will be placed on the next agenda. The appointment will be effective on August 4, 2025.

The semi-monthly meeting of the City Council of Walcott, Iowa, was held on Monday, June 16, 2025, at Walcott City Hall. Mayor John Kostichek called the meeting to order at 6:00 p.m. Council members present: Everett Bieri, Harry Knutsen, Kirk Koberg, Lisa Mengler, and Jacob Puck. Absent: None. Staff present: Jeff Blake, Lisa Rickertsen, and Paul Stagg.

Approval of Agenda. Knutsen moved and Mengler seconded to approve the agenda. Motion carried.

Joe Quick – Walcott Unified Fund – Temporary fences at Wescott & Victory Parks for tournament. Quick reporteed the men’s fastpitch tournament is scheduled for June 27^th – 29^th and he requested approval of temporary fencing at both parks. Koberg moved and Puck seconded to approve the request allowing temporary fences to be installed at Wescott and Victory parks from June 27^th to July 1^st for the fastpitch tournament. Motion carried

Board Vacancy Appointments.

Zoning Board of Adjustment. Two applications were received for the vacant position on the Zoning Board of Adjustment (ZBA). Mengler stated that Jackie Huston has more qualifications and knowledge of the City Code and zoning regulations. Koberg stated he wants to give new residents the opportunity to serve on the board. Mengler moved and Bieri seconded to appoint Jackie Huston to the Zoning Board of Adjustment with a term ending 12/31/2029, and ask Skylar Moore if he would like to be appointed to the Park Board. Ayes: Mengler and Bieri. Nays: Koberg, Knutsen, and Puck. Motion failed due to lack of majority. Koberg moved and Puck seconded to appoint Skylar Moore to the Zoning Board of Adjustment with a term ending 12/31/2029. Ayes: Koberg, Knutsen, and Puck. Nays: Mengler and Bieri. Motion carried.

Park Board. There were no applications submitted for the Park Board vacancy.

Pay Request #1 for the 2025 Plainview Road and Sterling Drive PCC Panel Replacement Project. Mengler moved and Puck seconded to approve pay request #1 to Heuer Construction in the amount of $56,026.63. Motion carried.

N. Century Street Watermain Replacement Project. Resolution 2025-35, Approving Change Order for the North Century Street Watermain Replacement Project. Koberg expressed several concerns about the value of the $11,200 change order and overall project. IMEG will be requested to attend the next meeting to address his questions. Following discussion, Puck moved and Bieri seconded to approve Resolution 2025-35. Roll call ayes: Puck, Bieri, Mengler, and Knutsen. Nays: Koberg. Motion carried.

Resolution 2025-36, Street Light Additions on E. James Street. Mengler moved and Bieri seconded to approve Resolution 2025-36, adding three 100-wattage lights to the poles on the north side of E. James Street across from the school. Roll call ayes: Mengler, Bieri, Puck, Knutsen, and Koberg. Motion carried.

1^st Reading of Ordinance 560-25, Amending Provisions Pertaining to Fireworks. This change is to comply with the new state law. City Clerk Report. A special meeting will be held on June 30^th to discuss and conduct interviews for the police chief position.

Council Comments. Knutsen stated the signs at the parks only prohibit smoking. The City Code prohibits smoking and vaping (use of any electronic smoking device) at all city parks. Staff will order new signs.
