The semi-monthly meeting of the City Council of Walcott, Iowa, was held on Monday, March 17, 2025, at Walcott City Hall. Mayor John Kostichek called the meeting to order at 6:00 p.m. Council members present: Everett Bieri, Harry Knutsen, Lisa Mengler, and Jacob Puck. Absent: Kirk Koberg. Staff present: Lisa Rickertsen and Paul Stagg.  

Approval of Agenda. Puck moved and Bieri seconded to approve the agenda. Motion carried.

Introduction of Audience/Public Comments. Mike Sissel.      

Public Hearing on Rezoning Request from Robert Taylor for 120 W. Bryant Street from M-1 (Light Industrial District) to C-2 (Central Business District) and 200 W. Bryant Street from R-3 (Multiple-Family Dwelling District) to C-2. Mayor Kostichek opened the Public Hearing on the request fromRobert Taylor to rezone 120 W. Bryant Street from M-1-Light Industrial to C-2- Central Business District, and 200 W. Bryant Street from R-3-Multiple-Family Dwelling District to C-2. The Planning & Zoning Commission held a public hearing on these requests on March 10th and recommend approval of the requested zoning changes. Concerns arose on the future use of the building at 200 W. Bryant Street. Stagg responded that Taylor plans for it to be a mixed use, an extension of his adjacent business and an apartment, similar to the commercial property at 116 E. Bryant Street. No written comments were received. Puck moved and Mengler seconded to close the public hearing and resume the regular meeting. Motion carried

Consent Agenda. Bieri moved and Mengler seconded to approve the consent agenda including the invoices, minutes from March 3, 2025, and the February 2025 financial reports. Motion carried.    

Resolution 2025-17, Awarding Contract for the N. Century St. Watermain Replacement Project.  Mengler moved and Puck seconded to approve Resolution 2025-17, awarding the contract to Triple B Construction in the amount of $278,004.00. Roll call ayes: Mengler, Puck, Bieri,  and Knutsen. Motion carried. 

2nd Reading of Ordinance 554-25, Amending Chapter 92 Pertaining to Water Rates. Each customer shall pay a minimum bill (base rate) of $23.53 per month, which includes usage up to 1,400 gallons and all usage over 1,400 gallons shall be $.00654 for each gallon. Puck moved and Bieri seconded to approve the second reading to adopt Ordinance 554-25, Amending Chapter 92 Pertaining to Water Rates, effective with the May 1, 2025 billing. Roll call ayes: Puck, Bieri, Mengler, and Knutsen. Motion carried. 

2nd Reading of Ordinance 555-25, Amending Chapter 99 Pertaining to Sewer Rates. Each customer shall pay a minimum bill of $20.02 per month and all usage over 1,400 gallons of water used per month shall be $.00671 for each gallon. Bieri moved and Mengler seconded to approve the second reading to adopt Ordinance 555-25, Amending Chapter 99 Pertaining to Sewer Rates, effective with the June 1, 2025 billing. Roll call ayes: Bieri, Mengler, Puck, and Knutsen. Motion carried. 

2nd Reading of Ordinance 556-25, Amending Chapter 106 Pertaining to Solid Waste Collection Fees (Garbage Rate). This increases the garbage rate to $19.95/month, effective with the July 1, 2025 billing, which is the amount the City will pay to the contracted collector for garbage and recycling. Bieri moved and Puck seconded to approve the second reading to adopt Ordinance 556-25, Amending Chapter 106 Pertaining to Solid Waste Collection Fees. Roll call ayes: Bieri, Puck, Mengler, and Knutsen. Motion carried.

Ordinance 557-25, Amending the Official Zoning Map – 120 W. Bryant Street. This is to change the zoning at 120 W. Bryant Street from M-1 to C2.Puck moved andBieri seconded to adopt the 1st reading of Ordinance 557-25, as recommended by the Planning & Zoning commission. Roll call ayes: Puck, Bieri, Mengler, and Knutsen. Motion carried. 

Ordinance 558-25, Amending the Official Zoning Map – 200 W. Bryant Street. This is to change the zoning at 200 W. Bryant Street from R-3 to C-2. Mengler moved and Puck seconded to adopt the first reading of Ordinance 558-25, as recommended by the Planning & Zoning Commission. Roll call ayes: Mengler, Puck, Bieri, and Knutsen. Motion carried.

Request to Dispose of 2013 Z997R. Stagg reported the new mower is scheduled to be in later this week and request to dispose of the 2013 mower on GovDeals. Puck moved and Mengler seconded to approve listing the 2013 Z997R on GovDeals. Motion carried.

City Clerk Report. Rickertsen stated that due to the absence of Chief Blake, the request from a resident to add street lights in front of the school will be placed on the April 7th agenda for discussion.  

Knutsen moved and Bieri seconded to adjourn at 6:16 p.m. Motion carried. All votes on motions were unanimous, unless noted.
