June 15, 2026 Minutes
The semi-monthly meeting of the City Council of Walcott, Iowa, was held on Monday, June 15, 2026, at Walcott City Hall. Mayor Jacob Puck called the meeting to order at 6:00 p.m. Council members present: Everett Bieri, Bobbie Martinez, and Lisa Mengler. Absent: Kirk Koberg and Joe Quick. Staff present: Adam Hill, Lisa Rickertsen, and Paul Stagg.
Approval of Agenda. Martinez moved and Mengler seconded to approve the agenda. Motion carried.
Introduction of Audience/Public Comments. None.
Consent Agenda. Bieri moved and Mengler seconded to approve the consent agenda including the invoices, minutes from June 1, 2026, annual retail tobacco license renewals for Casey’s General Store #1922 and two locations at Iowa 80 Truckstop, and Resolution 2026-26 – Transfer of Funds. Roll call ayes: Bieri, Mengler, and Martinez. Nays: None. Motion carried.
Walcott Unified Fund – Temporary Fences at Wescott & Victory Parks for Fastpitch Tournament. The men’s fastpitch tournament is scheduled for June 26th – 28th. A request was submitted for approval of temporary fencing at both Wescott Park and Victory Park for the tournament. Martinez moved and Bieri seconded to approve the request allowing temporary fencing to be installed at Wescott Park and Victory Park from June 24th to June 29th. Motion carried.
Consideration of Third and Final Reading of Ordinance 563-26, Amending Chapter 92 Pertaining to Water Rates. Ordinance 563-26, representing a 5% increase, establishes a minimum monthly bill of $24.71 and usage over 1,400 gallons shall be $0.00687 per gallon, effective with the July 1, 2026 billing. Mengler moved and Bieri seconded to approve the third and final reading to adopt Ordinance 563-26. Roll call ayes: Mengler, Bieri, and Martinez. Nays: None. Motion carried.
Consideration of Third and Final Reading of Ordinance 564-26, Amending Chapter 99 Pertaining to Sewer Rates. Ordinance 564-26, representing a 5% increase, establishes a minimum monthly bill of $21.02 and a usage rate of $.00705 for each gallon of water used per month over 1,400 gallons, effective with the July 1, 2026 billing. Bieri moved and Martinez seconded to approve the third and final reading to adopt Ordinance 564-26. Roll call ayes: Bier, Martinez, and Mengler. Nays: None. Motion carried.
Police Department Report. Chief Hill reported on the grant award from Scott County Regional Authority for the purchase of body cameras. Mengler moved and Bieri seconded to approve the grant agreement with Scott County Regional Authority for the body cameras. Motion carried. Chief Hill presented a project worksheet to purchase four body cameras. Martinez moved and Bieri seconded to approve the purchase and payment of four body cameras from Axon at a cost of $16,799.20. Motion carried.
Public Works Department Report. Stagg reported the Touch-A-Truck event was a success and thanked Liqui-Grow, MedForce, and Needham Excavating for participating. Questions arose on the equipment located at the intersection of Walcott Road and Main Street and projected timeline for completion. Staff noted that this is not a City project and the expected completion date is currently unknown but the area is to be restored after completion.
City Clerk Report. Rickertsen reported on the ECIA Home Repair Program, which provides grant funding to eligible Walcott residents for qualifying property improvements. A flyer is available at City Hall.
Mayor Report. Mayor Puck thanked city staff for helping with the Touch-A-Truck event and also extended thanks and appreciation to Liqui-Grow, MedForce, and Needham Excavating for participating.
Mengler moved and Bieri seconded to adjourn at 6:20 p.m. Motion carried. All votes on motions were unanimous, unless noted.
