The semi-monthly meeting of the City Council of Walcott, Iowa, was held on Monday, July 20, 2026, at Walcott City Hall. Mayor Jacob Puck called the meeting to order at 6:00 p.m. Council members present: Everett Bieri, Kirk Koberg, Bobbie Martinez, Lisa Mengler, and Joe Quick. Absent: None. Staff present: Adam Hill, Lisa Rickertsen, and Paul Stagg.
Approval of Agenda. Mengler moved and Koberg seconded to approve the agenda. Motion carried.
Introduction of Audience/Public Comments. North Scott Press reporter Noah Glasgow was in attendance.
Consent Agenda. Koberg moved and Quick seconded to approve the consent agenda including the invoices, minutes from July 6, 2026, June 2026 financial reports, Resolution 2026-30 Adopting the June 2026 Supplement to the Code of Ordinances, and Resolution 2026-31 Designating the Official Location of Posting Public Meeting Notices and Establishing Official Website Posting. Roll call ayes: Koberg, Quick, Bieri, Mengler, and Martinez. Nays: None. Motion carried.
CBI Bank & Trust Street Closure Request, 125’ of W. Bryant Street, for Summer Community Cookout on July 29, 2026 (rain date August 5, 2026) from 9:00 a.m. – 4:00 p.m. Koberg questioned why food trucks are not allowed when a street closure has been approved. Rickertsen explained the City Code states it is unlawful to sell goods on a street without prior council permission. She noted that requests for food trucks on streets should be submitted with the street closure request so they can be considered by the Council. Koberg moved and Martinez seconded to approve the street closure request from CBI Bank & Trust on July 29, 2026, with a rain date of August 5, 2026, closing a portion of W. Bryant Street between Main Street and the west side of the bank parking lot (approximately 125’) from 9:00 a.m. – 4:00 p.m. Motion carried.
Park Board Recommendation – Installation of Fence Around the Splash Pad. Martinez reported she attended the Park Board meeting to request installation of a fence around the splash pad for safety reasons. The proposed fence would enclose the concrete area surrounding the splash pad and shelter. Mengler moved to approve the installation of a fence around the splash pad with the low bid from Sampson Fence. The motion died due to a lack of a second. Koberg stated he believes an additional study is needed, especially due to individuals at the splash pad utilizing the adjacent grass areas. Discussion followed regarding the potential addition of a gate on the south side adjacent to the shelter. Koberg moved and Bieri seconded to direct the Park Board to revisit the fence, including consideration of adding a rear (south) gate and to obtain updated bids. Motion carried.
Voluntary Annexation Petition. Resolution 2026-32, Setting a Date for Public Hearing on a Proposed Voluntary Annexation to the City of Walcott. The voluntary annexation request is from 3 property owners, Iowa 80 Group, Inc., Exit 284 Land & Development, Inc., Avery Land & Farming LLC with a total of 336.67 acres of agricultural land. Mengler moved and Bieri seconded to approve Resolution 2026-32, Setting a Date for Public Hearing on a Proposed Voluntary Annexation to the City of Walcott. Roll call ayes: Mengler, Bieri, Quick, Koberg, and Martinez. Nays: None. Motion carried. The public hearing is scheduled for August 17, 2026 at 6:00 p.m.
City Clerk Report. Rickertsen reported that Bob Taylor is ready to move forward on acquiring the 60‘ of unimproved right-of-way (ROW) adjacent to his business that he previously presented to the Council. This item will be placed on an upcoming meeting agenda.
Mayor and Council Member Comments. Mayor Puck and Council members thanked the Walcott Day Committee members, volunteers, participants, and the Public Works, Police, and Fire Departments for making the Walcott Day weekend a success.
Koberg moved and Bieri seconded to adjourn at 6:21 p.m. Motion carried. All votes on motions were unanimous, unless noted.
